Exploit - can reinforce units even at -ve production

Just started playing as the Allies, and noticed that you can reinforce Polish infantry (it uses the UK production and manpower pool) even when the UK's production is negative. Which is clearly an exploit IMO, and can make Poland a tougher nut to crack for the Axis. Even worse, you could even do some other things first (ie build new units and labs) and then reinforce the units later.

On a side issue of minors using UK production and manpower, surely it would be better to use a minor powers production and manpower levy, or else the UK is unfairly penalised otherwise. Or at least beef up their manpower / production to reflect the minor powers (this would also explain why the UK appears to get disproportionally more casualties than compared to historical levels.

You are allowed to repair in to -ve production but only if you start above 0. It is by design so you dont need to work out if its possible to repair a unit or not by calculatig the cost of repairing.
